ideas for sustainable development of mountain areas

Abstract:

This document is a guide, the most concise possible, ideas and information emerged from the debate "Orco and Soana: land of talent, a hothouse of ideas", held in Sparone multipurpose hall at the municipal level. Despite the adverse weather conditions that have objectively penalized participation in the meeting, the discussion was of high standard and full of concrete proposals, far from the usual pre-election policy initiatives, often monopolized by empty slogans and exhausting rallies. This result is certainly on the choice of leaving room for speakers 'technical' and individuals, and is a model for discussion that we would like to propose, without any presumption, to all other political forces that operate on our territory. Although it was not possible to address All topics (for example, that of traditional crafts), or fathom those examined, which would require more work and more hours, I invite you to read this text, in which there are hints of great interest. I take this opportunity to thank once again Dr. Teppa Gotta for their outstanding contributions.

The whole event was filmed, and soon will be available the video of the evening, for anyone to access them.

and Idea

1 - TOURISM

The tourist vocation of a region is given primarily by landscape heritage, cultural and natural available and the presence of protected areas, which constitute a formidable means of appeal. The Orco and Soana have an extraordinary natural heritage, and cultural landscape, in addition to hosting what is the oldest and most prestigious Italian National Park: are therefore high tourist areas. The fact that the Valle d'Aosta side of the park collects about 2 / 3 of admissions overnight, while in the Piedmont side still prevail tourism "second home" and attendance hit-and-run of the weekend, tells us that the difference is largely due to the type of offerta.Va then promoted quality tourism, improving the facilities and hospitality.

  1. Improve the path network, for whose maintenance the Piedmont Region has recently decided to allocate funds (LR 18 February 2010 No. 12).
  2. Point to shelters capillaries and low impact (bed and breakfast, hotel spread), which should be implemented and / or enhanced.
  3. enhance the resources already available (visitor centers, museums of various kinds, eco-museums, tourist offices), whose potential has not yet been fully tapped.

2 - farming structure LIVESTOCK AND MOUNTAIN

From 1955 until today we are witnessing a gradual depletion of pastures of the valley Orco e Soana, che è causa di rilevanti perdite a livello paesaggistico, della biodiversità e della difesa dal rischio idrogeologico.

  4. Favorire il recupero dei Alpine buildings still in use, both to ensure better working conditions to Margarita to preserve a fundamental feature of the cultural identity of our lands.

3 - AGRICULTURE

agriculture in marginal areas may have interesting perspectives, focusing on a production model based on the quality of products, the organic, the producer-consumer contact and the establishment of a network of groups purchase. The abandonment of agricultural activities suffered from mountain areas is also due to a failure of the territory that will be a source in the near future, an increased risk of hydrogeological. E 'then an urgent need to take some measures:

  1. Abolishing the fee that you must pay for organic certification, as this mechanism will benefit only the big producers at the expense of small, and often pay for this certification means to deprive a substantial part of their revenues.
  2. Ensure that the Piedmont Region to devote more resources, including through the publication of specific calls, the promotion of small agro-business.
  3. encourage the creation of cooperative structures between small entrepreneurs, with particular reference to model Emilia.
  4. Establish a Roll Regional companies to organic farming as a means of universal, free and clear of organic certification.

4 - SUSTAINABLE MANAGEMENT OF FORESTS AND FORESTRY

Proper forest management can be a source of economic development, as well as the fundamental instrument for the Protection of slopes from the hydrogeological. Many of the woodlands are in fact dealt with abandoned coppice and mostly contemporaries and coetaneiformi: the continuation of this situation will lead to a situation where we have extended the areas occupied by forests and old deperienti, dangerous for the crash of trees standing and less effective system and cushion the flow of stormwater and surface water, besides less efficient in storing CO2 emissions. It 'not necessary to have the woods as possible or disetaneiformi selection forests, to ensure the highest levels of biodiversity, both plant and animal, and protection from hydrogeological instability. The management of our forest areas, however, must again become economically viable:

  1. The fundamental tool of Forest Consortium, recently established in the Community Montana Valli Orco and Soana, should be strengthened and extended, particularly through a more extensive process of information aimed owners of the funds.
  2. a study should be complete and comprehensive about forest resources available in the area, in order to write up a business plan to identify the main types of retractable timber assortments, plan logging operations and the implementation of any necessary infrastructure (cables, forest tracks) to reach their goals.

5 - The energy question

As we approach the end of the era more and more fossil fuels, you need to rethink a new model of SUPPLY and energy production that will have as our vision, a widespread distribution in the area, made up of many small systems with low impact, displacing the old model of large power plants, the great works that supply and long transmission lines. In this context it might be interesting realization in our country of a small plant for the production of energy from biomass, which could provide significant returns in terms of both employment and economic.

  1. should however be borne in mind that the development of such a project will almost certainly require the establishment of agro-Short Rotation Forestry in flat land areas adjacent to the mountain community, to portray the amount of lumber needed.
  2. addition, the plant will be sized as needed of use of land and not on assumptions of energy produced for sale outside, otherwise the risk of finding themselves in a position of not having the resources of raw material needed for food (unfortunately already happened elsewhere), but had given birth to ' yet another "eco monster."

6 - WORKING GROUP

To better carry out these ideas and proposals must be constituted, after the close of polling, a working group composed of persons competent to be able to suggest appropriate legislative proposals in the region.

Conclusions

Movement Left Political Ecology and Liberty is committed to taking forward all appropriate institutional sovradescritti ideas and projects, in collaboration with the forthcoming 'Working Group and implemented by now in its program of regional government.

We believe that the primary task of politics to know how to listen and incorporate the good advice, the right proposals coming from the territories, because nobody has a magic wand and we can not think that problems can be solved by the proposed dropped from and edited by people who do not know enough about reality which would go on to affect.
